A temática das migrações tem assumido uma importância crescente na actualidade, sobretudo após as mudanças recentemente ocorridas na Europa Central e Oriental, que contribuiram para um alargamento do espaço de referência dos fluxos migratórios. Por outro lado, a livre circulação de trabalhadores entre os países membros da União Europeia obrigou a uma harmonização das políticas migratórias em relação a países terceiros, tendo sido tomadas medidas que vão cada vez mais no sentido de um controlo restritivo dos fluxos migratórios, e do estabelecimento de critérios selectivos de admissão de imigrantes, orientados sobretudo para as necessidades do mercado de trabalho.
Paralelamente a uma atitude mais restritiva por parte dos países europeus face à entrada e estadia de imigrantes, verifica-se uma preocupação crescente com a integração dos imigrantes já instalados, como forma de minimizar as tensões sociais entre populações locais e estrangeiras, agudizadas pelos elevados níveis de desemprego verificados na maioria dos países europeus. Deste modo, são vários os países com políticas em curso susceptíveis de alargar as oportunidades de inserção das comunidades imigrantes.
A evolução recente das medidas de política migratória em Portugal insere-se neste contexto. Sendo Portugal um país onde a imigração tem vindo a assumir uma expressão crescente, em grande parte devido às relações privilegiadas com os países constituintes da comunidade de países de língua portuguesa (CPLP), e existindo, por outro lado, necessidade de respeitar os acordos de Schengen e da União Europeia, a política migratória tem procurado simultaneamente a implementação de medidas de controlo dos fluxos de entrada, e a integração das comunidades imigrantes a nível social, económico e político.
No presente trabalho, após uma breve caracterização dos movimentos imigratórios recentes com destino a Portugal, abordam-se os desenvolvimentos recentes da política migratória, nomeadamente no que respeita aos últimos dois anos, durante o mandato do actual governo. Com base no documento do programa do XIII Governo Constitucional, afirma-se como objectivo da política migratória em Portugal "o cumprimento dos compromissos europeus do Estado português", conferindo no entanto "prioridade à integração dos estrangeiros já residentes no território nacional".
É neste quadro que se inserem o reforço do controlo de fronteiras, os recentes programas de regularização de imigrantes ilegais, e as medidas implementadas com vista à integração de imigrantes. Entre as últimas, destacam-se a atribuição de direitos políticos aos residentes estrangeiros, a criação do Alto Comissariado para a Imigração e Minorias Étnicas, e a revisão da regulamentação do trabalho de estrangeiros, prevendo-se a eliminação das restrições quantitativas no acesso ao mercado de trabalho.
Em suma, é feita uma tentiva de articulação entre política migratória e inserção das populações imigrantes, enquanto vertentes estreitamente ligadas no estudo dos fenómenos migratórios recentes em Portugal.

Migratory Policy, Immigrant Integration and Labour Market In Portugal

The subject of migrations has assumed a growing importance, in particular after the recent changes occurred in Central and Eastern Europe, which have contributed to a widening of migratory flows. On the other hand, the free circulation of workers has forced European Union states onto a harmonization of migratory policy concerning third countries. Measures have been taken towards a more restrictive control of migratory flows, and the selective criteria in the admission of immigrants has been oriented towards the needs of labour market.
Parallel to this restrictive position concerning the entry and stay of immigrants, there is a growing preoccupation with the integration of immigrant population already settled, in order to minimize social tensions between local populations and foreigners, increased by the high levels of unemployment found in most European countries. In this context, several countries are carrying out policies aiming to increase opportunities for insertion of immigrant communities.
The recent evolution of migratory policy in Portugal belongs to this context. Portugal is a country where immigration has been assuming an increasing expression, due in part to the privileged relationship with the Community of Countries of Portuguese Language (CPLP). However, the necessity to respect the E. U. Treaties, as well as the Schengen Agreements, has led portuguese migratory policy firstly to the implementation of control measures of immigratory flows, and secondly to the search of the integration of immigrant populations at social, economic, and political level.
In this work, after a brief characterization of recent immigratory movements towards Portugal, the recent developments of migratory policy are presented, namely those regarding the last two years, during the mandate of the present government. Based on the document of the XIII Constitutional Government Program, it is assumed as a purpose of migratory policy in Portugal the "accomplishment of european compromises by portuguese state", giving however "priority to the integration of foreigners already settled in portuguese territory".
In this context, measures have been taken to reinforce border control, regularization of illegal immigrants has been carried out, and policies were implemented in the aim of immigrant integration. Among these, we can stress the aquisition of political rights by foreigner residents, the creation of the High Commissariat for Immigration and Ethnic Minorities, and the revision of the regulamentation on foreigner labour, where the elimination of quantitative restrictions in the access to labour market is predictable.
To conclude, this work is an effort to articulate migratory policy with the insertion of immigrant populations, as being closely connected in the analysis of recent migratory phenomena in Portugal.
